A China Coast Guard vessel rammed the Philippine fisheries vessel BRP Datu Magat Salamat about 54 nm off Palawan on Sep 18 during a fuel-aid mission to fishermen — Manila’s DFA said there was ‘no justification,’ while Beijing blamed the Philippine crew; the US ambassador condemned the ‘deliberate ramming’ and Canada and the EU voiced concern. On Sep 23–24 the Philippines and Japan co-led an 11-ship, eight-nation ADMM-Plus maritime exercise off Zambales, watched from a distance by a PLA Navy warship. On Sep 24 China Coast Guard cutters and PLA Navy warships blocked a Philippine resupply mission to the BRP Sierra Madre at Second Thomas Shoal, forcing its suspension — the first publicly reported blockade since the July 2024 provisional arrangement; Manila said the action ‘put Filipino personnel at risk,’ while China’s coast guard accused the Philippines of ‘provocation’ and Global Times said Beijing had rejected the request in advance. The AFP said Chinese harassment now begins about 60 nm from the shoal, versus roughly 10 nm before, and that a new attempt will follow under contingency plans — on Sep 26 Defense Secretary Teodoro said ‘the mission will go on’ despite the ‘temporary setback’; neither side has said whether the 2024 arrangement still holds — USNI News, Reuters, CGTN, Manila Times, NewsWatch Plus.
