🔄 The Bargain
What Pyongyang sends — Millions of 152mm/122mm artillery shells (the single largest external ammunition source for Russia), KN-23/24 short-range ballistic missiles used repeatedly against Ukrainian cities, and roughly 12,000 troops committed to retaking Kursk Oblast from late 2024 — North Korea's first large-scale combat deployment since the Korean War.
What Moscow pays back — Food and fuel shipments easing chronic DPRK shortages, but the strategic payload is technology transfer: Western and South Korean intelligence assess likely Russian assistance on ballistic missile guidance, satellite launch capability, and possibly submarine and air-defense systems — capabilities Pyongyang has struggled to master alone.
Kursk casualties — DPRK troops took heavy losses in Kursk's open terrain, unfamiliar with drone-saturated modern combat. UK MoD and South Korean NIS estimates held near 6,000 killed/wounded from spring 2025 through early 2026 — a plateau — while Ukraine's HUR claimed the toll passed 7,000 by mid-2026, a figure that exceeds the Western estimate and isn't reconciled between sources (see the chart below for the full series). Either figure makes it by far North Korea's costliest military engagement in decades, yet Pyongyang has shown no sign of reducing its commitment.
Why it matters beyond Ukraine — The arrangement gives North Korea combat-tested troops, potential missile-tech uplift, and a great-power patron willing to shield it at the UN — durably changing the Korean Peninsula's risk calculus independent of how the Ukraine war ends.
